Believe it or not but social welfare protects the rich from the poor. If social welfare were to be abolished TODAY there would massive looting and rioting across the country, TODAY. If welfare was the only means of survival for these people what other option would there be than looting and rioting? People have survival instincts and if their only means of survival becomes stealing then that's what they're going to do.
Who owns 95% of the property and wealth that would be looted? Who would the former welfare recipients blame for their loss of resources? Who would they give preferential treatment to when it comes to deciding who gets the guillotine first? That's right! The rich! I'm sure there would be some non-rich that would be caught in the crossfire, possibly people mistaken for rich but who are only moderately well-off or moderately wealthy. At this point in history social welfare prevents this from happening. If there is a way to reduce dependence of or to abolish welfare, without looting and rioting occurring, I'd be glad to hear it.
One solution to this looting and rioting would be to have mass arrests. We could put them in jail and then have them work their way through their incarceration. Jails could then compete with one-another as to who can supply the cheapest slave labor to corporations and businesses [market competition; conservative values at work]. Another solution would be to label them all as terrorists and have them carpet bombed [conservative values at work] while gun toting Conservatives get to play "shoot the nigger/spic/welfare-mom" [conservative values at work; gotta be able to protect yourself].

Welfare reform is just another campain issue. One thing all of the politicians don't tell the truth about is that it costs the tax payers three times as much to administer the programs(wages, benefits, sick leave and payed holidays)than the recipients receive from the welfare programs
